Was PHP updated by your provider? If yes, is the webserver still able to use php? I would check this.

Per the Framagit issue, this is a VPS and Postgres is shutting down.

If it's a managed VPS, contact your hosting provider for assistance. If not, you'll need to determine why Postgres is going offline. Check the Postgres and system logs.
