The web server (postgresql) reports the following error:

domainname//store/[data]/smarty3 must be writable by webserver.
"

It seems that two stroke (/) symbols are being read. Is this an error with configuration of the apache (debian) web server?

Maybe. Check the Apache vhost configuration for an extra / in the path.

I'd also check that the domainname/store/[data]/smarty3 folder exists. If so, does the user Hubzilla runs under have write access to that folder and parent folders?

Not sure how safe it is to set the entire directory to '777'

Generally speaking, that is not safe.
