The request is to disable all notifications via e-mail. After selection 'no', 'submit', sign out, sign in, the system notifications return to 'yes'

I just tried it here and it works for me. I assume you mean the settings located at: Settings -> Channel Settings -> Notification Settings -> Send a notification email when:

Tests passed. Again. Issue reports without sufficient information should also not be distributed. Yet they are. The problem appears to be isolated to your instance and maybe even your channel. Please get your site admin involved unless that's you. If it's you, please look at logs and the database and see what is and what is not getting saved when you update your channel settings and let us know the text of any errors that occur when these updates happen.

Please don't assume the project is at fault until you actually know the underlying issue. Case in point - I just spent literally months tracking down a bug in Postman connecting to Oauth2 to test the Streams API; which turned out to actually be an issue with Ubuntu''s containerised installation of Firefox. Every single one of these things was tested. The first several months I thought "yeah it must be a bug in my software". Until I proved it wasn't. Then I went up the line until I actually found the problem.
