The static function Activity::encode_follow_collection is afaict only used by the pubcrawl addon. Is there any reason to not move it there?

Would it be used if we added other protocols, such as AT Protocol, Nostr, Secure Scuttlebutt, Solid, etc.?

At some point, I would like to support AT Protocol via an addon, either by adapting Friendica's Bluesky addon or creating a new one.

If this function can be used by future addons, we might want to keep it in the core.

@Harald Eilertsen i would prefer to keep it in core. Keep in mind that zot6 and AP both implement ActivityStreams. While Hubzilla currently uses poco for social graph discovery, i can imagine to move from there to something implementing follow collections in the future.
